    *****Birth of A Base---Now U.S. can be told of the huge effort to build 'Blue Jay' in northern Greenland---This week the Defense Department gave the public the first detailed announcement of the nation's biggest secret military operation since the mounting of the Normandy invasion; the establishment on Greenland, only 900 miles from the North Pole, of a full-scale, year-around base for big bombers. Construction of Thule (pronounced Tooley) Air  Base was begun 18 months ago, shrouded in official secrecy and designated only by the enigmatic title, Operation Blue Jay. Thule is a modern engineering miracle, but, far more important, it is a strategically priceless arm in the U.S. panoply of defense, a guardian that looks steadily over the top of the world, down into Russia, whose industrial heart is only 3,000 miles away (five hours  flying time in a jet bomber) The base stands  in a rock-strewn valley so close to Russian soil (1,300 miles) that  Russian radio interferes with the frequencies of the ships coming into North Star Bay., Thule's harbor. It consists of a 10,000-foot ice mountain of the Greenland Icecap. The Russians are rumored to have set up a counterpart to Thule somewhere in Franz Josef Land.
